Heat the oven to 400°F (204°C). Put the panko, garlic powder, and Parmesan in one shallow bowl; the beaten eggs and water in a second; and the flour in a third.
Season the chicken. Coat each cutlet in flour, then egg, then the panko mixture.
Heat about 1/4 in (6 mm) vegetable oil in a deep skillet over medium-high heat. Fry the chicken until golden and cooked through, 5-7 minutes total, turning halfway. Drain on paper towels.
For the marinara, heat the olive oil over medium heat. Cook the onion and garlic until soft, about 4 minutes. Add tomatoes and water; season with salt, pepper, and red pepper flakes. Simmer 10 minutes, then stir in parsley.
Spread the sauce in a 9 x 13 in (23 x 33 cm) baking dish. Arrange the chicken over the sauce, top with mozzarella, and bake 10-12 minutes, until melted. Broil briefly for extra browning if desired.
Garnish with parsley and Parmesan and serve immediately.
